Obtain council rules governing reconsideration of budget workshop vote
Why now: Four motions were taken on the same item in one session, including a reconsideration of an approval that had carried 6-2, and the final 4-5 failure rested entirely on Mayor Johnson breaking a 4-4 tie, with Chávez noted as Mayor Pro Tempore.
What to do: Request the council's adopted rules of procedure and the certified minutes for the June 23 special meeting, then check whether a motion to reconsider had to come from a member on the prevailing side and whether the mayor's tie-breaking vote is authorized when the presiding officer is not otherwise a voting member. If the reconsideration or the tie-break was irregular, the record to challenge it is easiest to build before the minutes are approved and the budget cycle moves on.

What to do: Pull the June 23 special meeting audio or video and ask each member who flipped why the item was approved 6-2, then reconsidered and killed within the same session — and whether a recess, closed session, or new fiscal information intervened. Also ask why only eight members voted on the first three motions but nine votes were cast on the final one, forcing the mayor's tie-breaker.
