Request marina haul-out contract award records from June 23 council
Why now: Mr. Atwood reported on March 2, 2026 that the low bid exceeded available funding and he would draw leftover funds from other projects, and on June 1, 2026 said the project would go to council on June 23.
What to do: Pull the June 23 council agenda item, bid tabulation, and any budget amendment for the haul out and office construction contract, and confirm on the face of those documents how an over-budget low bid was reconciled with the appropriation. Ask the city whether the funding shift required separate council authorization before the award — the committee record does not state the authority relied on.

Check Peoples Street T-head dredging scope before planning deeper berthing
Why now: On June 1, 2026 Mr. Atwood said the Peoples Street T-head dredging request for qualifications closed June 1, selection may take up to two months, funding is Type A money left over from the A, B, C, D and L pier project, and the work includes the marina "gap" entrance.
What to do: Obtain the closed request for qualifications and scope documents for the Peoples Street T-head dredging, which also covers the marina "gap" entrance, and confirm what areas and depths are actually included before committing to vessel-draft assumptions. Selection was expected to take up to two months after the June 1 close, so the scope is being locked in now, before a design consultant is on board.

Ask which marina projects funded the haul-out cost overrun
Why now: On March 2, 2026 Mr. Atwood said the haul out and office low bid exceeded available funding and he was seeking leftover funds from other projects, and the item was pushed from April to late April/early May to June before landing on the June 23 council agenda across six committee appearances.
What to do: Request the funding transfer records for the haul out and office construction contract — the low bid came in above available funding and staff said they would cover the gap with leftover money from other marina projects, but the record never names those projects. Without this, the public never learns which marina work was defunded to close the gap.

Why now: On June 1, 2026 Mr. Atwood reported 20 of 47 piles driven and a new estimated completion of March 2027, after the May 4, 2026 estimate of nine months; demolition is done with contractor-provided temporary restrooms, and on April 6, 2026 he said he wanted the haul out project to begin in early September to avoid two concurrent Coopers Alley projects in high season.
What to do: If you berth at or visit Coopers Alley, plan on temporary restrooms and active pile driving through the 2026 and 2027 seasons — the permanent boater's facility completion date has slipped to March 2027 with only 20 of 47 piles driven, some 75 feet deep. Staff also intends to start the separate haul out and office construction in early September, so ask the marina office how the two schedules overlap before booking long-term moorage.

In his CIP update Mr. Atwood advised the contractors working on the Coopers Alley boater’s facility have driven 20 of 47 piles, some going down as far as 75 feet. The new estimated completion date is March 2027. The haul out and office construction project will go to council on June 23rd. Mr. Atwood and staff have already begun speaking with Council members to educate them on the project. The newest CIP is the dredging of the Peoples Street T-head with Type A funds remaining from the A, B, C, D, and L pier project. The RFQ went out and closed on June 1st, the selection process may take up to two months. This project will include dredging of the marina “gap” entrance.
