Request written disability grievance and accommodation procedures

Context: On June 3, 2026 Aliza Huerta asked how disability grievances are addressed and Alejandro Benavides asked whether Solid Waste fines people who have not yet received an accommodation; the minutes record staff report and discussion only, with no motion or vote taken (0-0).

Recommended: Ask the staff liaison for the city's written grievance procedure and the Solid Waste accommodation-request policy, including whether enforcement or fines are paused while a request is pending. The public record shows both questions were asked and neither was answered on the record, so the governing procedure has not been identified.

Ask why 311 system lacks disability complaint category

Context: At the June 3, 2026 Committee for Persons with Disabilities meeting, Alison Johnson asked how disability complaints are identified when 311 has no such category, and Staff Liaison Annika Yankee answered only that complaints are directed to the responsible department.

Recommended: File a records request for 311 call and service-request data showing how disability-related complaints are logged and routed, since staff confirmed there is no dedicated category and complaints are instead sent to whichever department is responsible. Without that data there is no way to verify how many disability complaints the city receives or whether any are resolved.

Name the department when reporting disability access problems

Context: Staff Liaison Annika Yankee told the Committee on June 3, 2026 that complaints have to be directed to the department responsible for the type of complaint because 311 has no disability category.

Recommended: When you call 311 about a blocked accessible parking space or a missed accommodation, state the responsible city department yourself, because staff confirmed there is no disability category and the call must be routed by subject matter. If you do not, your complaint may never be tracked as a disability issue.

Briefing
To Be Introduced

Staff Liaison Annika Yankee reviewed the topics under the Staff Report including ADA parking spaces, 311 reporting, CAST for Kids event, and the City's budget survey. Alison Johnson asked how ADA complaints are identified if there is no ADA category when calling 311. Mrs. Yankee stated that the complaints have to be directed to the department responsible for addressing the type of complaint. Aliza Huerta asked how ADA grievances are addressed. Alejandro Benavides asked if Solid Waste fines people who have not yet received their ADA accomodation. Aliza Huerta stated a desire for critical information, in particular, the Water Supply Briefings, to be made more accessible. Mrs. Yankee pointed out that the Office of Emergency Management has protocols for making information accessible and, in the past, the COVID health briefings were translated to ASL and Spanish.
