City Manager Peter Zanoni, Interim Assistant City Manager Ernesto De La Garza, and Interim Director Buxton responded to Council questions. Mayor Guajardo opened the public hearing. Debra Arsuaga, Corpus Christi, TX, spoke. Mayor Guajardo closed the public hearing. Council Member Paxson moved to approve the ordinance, seconded by Council Member Campos.
