Request consultant selection records for parks master plan review

Why now: At the 2026-09-09 meeting, Chair Cronnon said a formal consultant review would follow the five-year mark of the plan adopted in 2022, and Mr. Dodd said a Request for Qualifications would be submitted; the item then reappeared on 2026-10-14 and 2026-11-11 with no further detail in these records.

What to do: Ask the Parks and Recreation Department for the draft Request for Qualifications and any scope or schedule for the consultant-led review of the parks master plan. The public record names the process but not the scope, cost, or timeline, so the public cannot yet judge what the review will cover.

Ask for a neighborhood park input session in your district

Applies if: You use a park that is among the 44 parks that received investment, or want shade, trails, or playground replacement prioritized

Why now: On 2026-09-09 Chair Cronnon said public input sessions with committee participation in each Council district would be valuable, but no action was taken, and the 2026-11-11 meeting is the next listed appearance.

What to do: Contact the Parks and Recreation Advisory Committee before its next meeting to request that a public input session for the parks master plan review be held in your Council district. The chair's suggestion of sessions in every district was only a proposal, and no action was taken.

Sergio Gonzalez, Assistant Director of Parks & Recreation, presented item #4 for the record as shown above. He provided a snap shot of the Master Plan progress and investment measures for FY24 through FY26. An estimated $25 million has been invested in 44 parks. PARD assessed which parks to prioritize within each Council District. Investments include: 26 playgrounds, new courts for basketball, tennis & pickleball, 30 benches, 16 swing sets, 22 picnic tables and 10 barbecue pits. Other investments includes the new Bill Witt Aquatic Center, two new skate parks and five new miles of hike/bike trails. He also gave investment totals for each of the following park classifications: Regional Parks, Community Parks, Neighborhood Parks and Special Use. Shade structures, trails and the replacement of playgrounds remain priorities for the Department. Chair Cronnon noted that with the five year mark of the Master Plan approaching (adopted in 2022), there will be another formal review to be executed by a consultant. To select a consultant, Mr. Dodd stated that an official Request for Qualifications will be submitted for this process. To support this effort, Chair Cronnon would like to add this item as a PRAC initiative. Mr. Cronnon expressed that it would be valuable to hold public input sessions, with PRAC participation, in each Council district during this review process. No action was taken on this item.
