Authorizes the Dallas Public Facility Corporation to acquire and develop Thirty21, an 86-unit mixed-income multifamily development at 3021 Martin Luther King Jr. Boulevard, and enter a 75-year lease with Phoenician Development Group, LLC, with estimated general fund revenue foregone of $533,246.70 over 60 years.
