Verify city approval conditions before filing Texas housing agency application

Applies if: You represent a developer for one of the four Dallas projects approved November 12, 2025

Context: Dallas approved four separate Resolutions of No Objection on November 12, 2025 for Torrington Forest, Tabor Village, Westmoreland Townhomes, and Waters at Waterchase, each potentially carrying distinct program conditions.

Recommended: If you represent one of the four approved developers, pull the executed Resolution of No Objection from Dallas to confirm any site-specific conditions are correctly incorporated into the Texas Department of Housing and Community Affairs application — condition mismatches can trigger deficiency notices and delay funding.

File low-income housing tax credit application with Texas state agency

Applies if: You are a developer for one of the four Dallas projects approved November 12, 2025

Context: City Council approved Resolutions of No Objection on November 12, 2025 for all four projects covering 823 combined units, removing the local approval barrier needed to advance state funding.

Recommended: If your project is Torrington Forest, Tabor Village, Westmoreland Townhomes, or Waters at Waterchase, Dallas has issued the required city clearance — move your 4% low-income housing tax credit application to the Texas Department of Housing and Community Affairs before the next state application cycle closes.

Request Rivulet grant agreement and $23.5M funding conditions from Dallas

Context: The $23.5M Rivulet economic development grant was the single largest item separated from the November 12, 2025 Dallas City Council consent agenda for individual action, out of $412.8M in total financial items.

Recommended: File a Texas Public Information Act request for the executed Rivulet economic development grant agreement, including disbursement milestones, job-creation benchmarks, and clawback provisions — this item was pulled from the consent agenda for a separate vote, signaling council scrutiny not visible in routine approvals.
