An ordinance amending Chapter 2, “Administration”; Chapter 12A, “Code of Ethics” Chapter 13, “Courts, Fines, and Imprisonments”; Chapter 15B, “Equal Employment Opportunity Contract Compliance”; Chapter 34, “Personnel Rules”; Chapter 37, “Police”; Chapter 43, “Streets and Sidewalks”; Chapter 46, “Unlawful Discriminatory Practices Relating to Sexual Orientation and Gender Identity and Expression”; and Chapter 51A, “Dallas Development Code: Ordinance No. 19455, as amended,” of the Dallas City Code by amending Sections 2-78, 2-121, 2-152.4, 2-163, 2-164, 12A-5, 13-5.1, 13-5.2, 15B-1, 15B-3, 34-35, 37-31, 37-36, 43-172, 46-1, 51A-3.102, and 51A-3.103; (1) providing updated definitions; (2) providing the information that must be reported under a city banking contract; (3) providing that appointees to boards and commissions must reflect the community served by the City; (4) providing for the use of vehicle fees and ride fees under the shared dockless vehicle program; (5) providing an updated declaration of policy relating to unlawful discriminatory practices; (6) amending Ordinance No. 32885, passed by the City Council on September 25, 2024 by revising Forward Dallas 2.0 to address economically disadvantaged communities and areas experiencing environmental and infrastructure challenges; (7) amending Ordinance No. 33165, passed by the City Council on June 25, 2025 by revising the South Dallas/Fair Park Area Plan to address support for small businesses and entrepreneurs and areas of historic underinvestment in infrastructure; (86) providing a penalty not to exceed $2,000.00; (97) providing a saving clause; (108) providing a severability clause; and (119) providing an effective date - Financing: No cost consideration to the City
