Beecroft Company, Inc. of Corpus Christi for the Coopers Boaters Facility and Parking Lot Resurfacing - L Head project, up to $6,601,560.20, covering construction of a new boater's facility, demolition of the old one, and parking lot resurfacing in Council District 1, funded by the Type A Sales Tax fund in FY 2026.

#18Resolution authorizing the Corpus Christi Police Department to submit a $107,728.00 grant application to the Texas Department of Transportation, with a $30,105.23 city cash match, under the FY 2027 Selective Traffic Enforcement Program for DWI and speed enforcement overtime.

#19Resolution authorizing the City to submit a grant application to the Texas Parks & Wildlife Department's Recreational Trails Grant Program for $300,000, with a required 20% cash match up to $75,000, to fund trail connectivity improvements at Bill Witt Park.

#20Resolution authorizing submission of a grant application to the Texas Parks & Wildlife Department's Boating Access Grant Program for $250,000, requiring a 25% city match up to $83,333, to fund renovations and a new restroom facility at the Packery Channel Boat Ramp.

#21Motion authorizing subrecipient grant awards from the City's State-funded Homeless Housing and Services Program to several nonprofit organizations serving homeless individuals and youth for Fiscal Year 2025-2026.

#22Ordinance authorizing the City Manager to execute a 5-year Reclaimed Water Supply Agreement and associated License for Use of Premises with Flint Hills Resources Corpus Christi, LLC, for the sale and delivery of up to 2 million gallons per day of reclaimed water from the Allison Wastewater Treatment Plant, with an option to renew for an additional 5-year term.

#23One-reading ordinance accepting three FY 2025 State and Local Cybersecurity Grant Program grants from the Office of the Governor's Homeland Security Division to fund training and equipment for the IT Department, appropriating the grant funds and a required cash match from the FY26 Operating Budget.

#24One reading ordinance reallocates $11.1 million within TIRZ #2 Capital Improvement Projects—drawing from the Sand Dollar, Crowsnest, Packery Channel Capital Repairs, Packery Channel TDEM, and Whitecap Effluent Waterline CIP projects plus CIP reserves—to fully fund the North Padre Island Seawall CIP Project, amending the FY 2026 Capital Budget.

#26Ordinance annexing a 109.109-acre tract along FM 2444/Staples St., petitioned by landowner ZBK, LLC for a single-family subdivision, adding the area to Council District 5, approving a service plan, and rezoning 53.211 acres from 'FR' Farm Rural to 'RS-22' Single-Family 22 with the remainder remaining 'FR'; sets a penalty not to exceed $2,000.

#27Council will review a legal and procedural analysis on whether Ordinance No. 033350, authorizing a Type B economic development agreement with Elevate QOF, LLC, was properly adopted given questions about reading requirements and unvoted amendments, and decide on any corrective action.

#28Council discussion and possible action to eliminate the Drought Exemption Fee, requested by Council Members Sylvia Campos, Carolyn Vaughn, and Eric Cantu.

#29Motion to discuss and act on approving and adopting the Padre/Mustang Island Mobility Plan as an element of the city's Comprehensive Plan (Plan CC), requested by three council members.

#33Executive session for the City Council to consult with attorneys on legal matters involving state and federal water regulatory bodies, and to deliberate on the purchase or value of groundwater and property rights near the Evangeline Aquifer in San Patricio County.

#34Executive session for legal consultation on regulatory issues with EPA, TCEQ, TWDB, and other agencies, and to deliberate the potential purchase of property rights near the Nueces River and/or Cayamon Creek, including related professional service agreements.

#35Executive session for the City Council to consult with attorneys on legal matters involving a Type B Corporation Business Incentive Agreement with Next Sports Company, LLC for a recreational sports complex, including allegations of criminal mischief, unauthorized watering, and unauthorized backflow device use.
