#14A resolution declaring the City's intent to reimburse itself for prior capital expenditures from proceeds of up to $410,000,000 in tax-exempt or taxable obligations, covering projects including the Evangeline Groundwater Rights Project and the Brackish Water Desalination Plant Project.

#15Ordinance authorizing a $43.5 million contract with FCC Aqualia USA Corp. for a containerized brackish water desalination plant, up to $11.5 million for related ancillary construction contracts, up to $120 million for emergency construction of a pump station and conveyance system from the Western Well Field to ON Stevens WTP, and amending the FY 2026 Capital Budget with funding from the Water Capital Fund.

#16Ordinance authorizing a $13,065,100 amendment to the Master Services Agreement with Pape-Dawson Engineers (bringing the total to $28,465,100) and a $182,389,792 amendment to the CMAR contract with Garney Companies (bringing the total to $185,389,792) for construction management/inspection and construction services on the Evangeline/San Patricio Co. Groundwater Program, along with an amendment to the FY 2026 Capital Budget funded by the Water Capital Fund.

#17Ordinance authorizing a Groundwater Rights Purchase and Sale Agreement with multiple trustees and property owners for the purchase of Li Ranch, part of the Evangeline Groundwater Project, for up to $38,000,000, along with an amendment to the FY 2026 Capital Budget funded by the Water Capital Fund.

#18Motion to award a construction contract to South Texas Building Partners, Inc. for building the Northside Aquatics Center in the Hillcrest area of Council District 1, funded by Bond 2024 and MPO reimbursement.

#19An ordinance authorizing a five-year lease (with two five-year renewal options) with Big Johnson Fuel & Lubricants, LLC for a marine fuel station at the Coopers Alley L-Head, with escalating monthly lease payments and per-gallon fuel fees.

#20Resolution authorizing a second amendment to the Interlocal Cooperation Agreement for the Mustang and North Padre Islands Beach Parking Permit System, increasing beach parking permit fees and modifying revenue distribution among the City of Corpus Christi, City of Port Aransas, and Nueces County starting in 2027.

#21Ordinance amending several sections of the Corpus Christi Code to update fee schedules for food establishments and adopt a reinspection fee, in compliance with Senate Bill 1008, with penalty and publication provisions.

#22Motion requested by Council Members Kaylynn Paxson, Eric Cantu, and Gil Hernandez to expand the conservation plan committee's scope to address fresh water conservation standards, assess system water loss, and develop drought curtailment recommendations for various rate categories.
