#18Motion directing staff to initiate a UDC amendment prohibiting data centers as a default land use, develop an ETJ/utility infrastructure protection policy requiring IDAs and City Council approval for data center utility and incentive agreements, and begin the process for a temporary development moratorium on data centers.

#19Council will discuss and possibly act on an ordinance placing ten City Charter amendments on the November 3, 2026 ballot, covering council term length, staggered terms, term limits, at-large council seats, election rules, salary increases, recall petition thresholds, and a two-cent property tax for streets and roadway infrastructure.
