Neighborhood Empowerment Zone No. 23

The city authorizes designation of Neighborhood Empowerment Zone No. 23 at 2601 Victory Avenue and an economic development incentive agreement with Scotiabank, including a 10-year business personal property tax abatement and a Chapter 380 grant of up to $2,700,000 for job creation/relocation and expedited permitting fees, in exchange for Scotiabank establishing a new regional office at that location.

Authorization of four 10-year real property tax abatement agreements with CP Land Owner, LLC and CP Tower Owner, LLC for the multi-phase Cityplace development at 2711 North Haskell, abating 90% of added taxable value per phase, with estimated total foregone revenue of $13,849,498 over ten years.
