Authorizes acquisition of fee simple interest in approximately 1.38 acres (all of Block 31, Jennings West Addition) on Summit Avenue, Ballinger Street, and Texas Street from three ownership groups for the Downtown Library project, for up to $5,950,000, plus up to $55,000 in estimated closing costs.
