#7.1.7City Council is asked to adopt an ordinance authorizing the issuance and sale of City of Fort Worth Special Tax Revenue Bonds, Series 2026, in an aggregate principal amount up to $560,000,000.00 for the Fort Worth Convention Center Venue Project and issuance costs, delegating sale authority to designated City officials, and to adopt a related appropriation ordinance.

#7.1.8Authorizes Change Order No. 4 to the construction contract with William J. Schultz, Inc. dba Circle C Construction Company for the Westcliff Drainage Improvements Phase 1 and Sanitary Sewer Rehabilitation Contract 91 Part 2, decreasing the contract by $210,006.05 and adding 308 calendar days for a revised contract amount of $17,791,709.90.

#7.1.9Adopts an appropriation ordinance increasing receipts and appropriations in the Water and Sewer Capital Projects Fund by $310,000.00, transferred from available PayGo funds, for increased project costs on the Water and Sanitary Sewer Replacements Contract 2021, WSM-H project and to effect part of Water's contribution to the FY2026-2030 Capital Improvement Program.

#7.1.10Adopts a resolution authorizing cash defeasance of the City's Drainage Utility System Revenue Refunding Bonds, Series 2016 to achieve an estimated net present value savings of $386,430.18 (4.31 percent), adopts an appropriation ordinance of $9,150,000.00 in the Stormwater Debt Service Fund from fund balance, and amends the FY2026 Adopted Budget.

#7.1.11Authorizes execution of a Design-Build and Maintain Services agreement with Highway Intelligent Traffic Solutions, LLC in an amount not to exceed $2,141,825.84 for the West 7th Street Bridge Illumination project, including replacement of arch aesthetic lighting, conduit remediation, controls, and vandalism protection.

#7.1.12Adopt a resolution nominating Danone US, LLC's facility at 1300 West Peter Smith Street as a single enterprise project under the Texas Enterprise Zone Act, making the company eligible to apply for state sales and use tax refunds tied to its capital investment and job commitments.

#7.1.13Authorize a cooperative purchasing agreement with Siddons-Martin Emergency Group, LLC through Houston-Galveston Area Council Contract No. HGAC EE11-24 for emergency medical, safety, and rescue equipment for the Fire Department, up to $1,000,000 annually with three one-year renewal options.

#7.1.14Authorize a professional services agreement with Kimley-Horn and Associates, Inc. up to $800,000 to develop the 2027 Transportation Impact Fee Study, adopt appropriation ordinances totaling $800,000 in the Transportation Impact Fee Capital Fund, and amend the FY2026-2030 Capital Improvement Program.

#7.1.15Adopt a resolution authorizing an Advance Funding Agreement with TxDOT totaling $6,217,108 (with $6,200,027 in federal participation) for the Fort Worth Traffic Signal Equipment Standardization project upgrading detection and communication equipment at approximately 300 signalized intersections, and adopt the related appropriation ordinance.

#7.1.16Authorizes increasing the maximum amount payable to Kenneth E. East, P.C., dba The Law Office of Kenneth E. East, to up to $200,000.00 to serve as conflicts counsel representing former officer Aaron Dean in the federal lawsuit brought by the Estate of Atatiana Jefferson, and ratifies payments made to date.

#7.1.17Authorizes a $155,000.00 settlement payment to Pedro Alfaro, Jr. and Julian Alfaro for full and final settlement of their lawsuit against the City arising from a 2023 roadway debris incident on Interstate 20, and adopts an appropriation ordinance increasing the Risk Financing Fund accordingly.

#7.1.18Notice of Claims for Alleged Damages or Injuries

#7.2.1Authorizes purchase agreements with sole source vendors Professional Turf Products, United Ag and Turf, and Zimmerer and Kubota for specialty golf and agricultural equipment, OEM parts, software, warranty work, maintenance, repair, and rental services for the Park & Recreation Department, for a combined annual amount up to $1,500,000 with an initial four-year term and four one-year renewal options.

#7.3.1Authorizes conveyance of approximately 0.306 acres of right-of-way easements on City-owned Alliance Airport noise land properties along Harmon Road to the City of Haslet for $30,000 total, supporting Haslet's intersection improvements at Haslet Parkway and Harmon Road for the Haslet Commercial Development Project.

#7.3.2Authorizes execution of a development agreement with Hines Acquisitions LLC for approximately 1,476.889 acres known as Brown Ranch in Fort Worth's extraterritorial jurisdiction in Tarrant and Parker Counties, to be developed as a multi-use master planned community with the City serving as retail water and sewer provider.

#7.3.3Authorizes the direct sale of approximately 47.988 acres of City fee-owned property on Harmon Road in Haslet to Formation Acquisitions, LLC for $10,820,000, reservation of a permanent avigation easement, and payment of a 4.5% brokerage commission of $486,900 to Davidson and Bogel, LLC.

#7.3.4Authorizes the direct sale of City fee-owned property at 913 High Woods Trail to HEB Homes, LLC for $190,000, along with payment of a 5.0% brokerage commission of $9,500 to broker Pattie Pearson. The property was acquired by the City in 2020 in connection with the High Woods Storm Drain Reconstruction project.

#7.3.5Resolution authorizing the City Attorney to file petitions for injunction seeking temporary rights of entry onto five privately owned properties along Boat Club Road and Morris Dido Newark Road to conduct due diligence for the Bonds Ranch Lift Station Phase A project (City Project No. 104490).

#7.3.6Authorizes acquisition of fee simple interest in approximately 1.38 acres (all of Block 31, Jennings West Addition) on Summit Avenue, Ballinger Street, and Texas Street from three ownership groups for the Downtown Library project, for up to $5,950,000, plus up to $55,000 in estimated closing costs.

#7.4.1Adopts an ordinance vacating a portion of an alley in Block 8, South Side Addition between W. Anthony Street and West Seminary Drive so it can be replatted and consolidated with adjoining property for future commercial development, and waives the purchase fee value of the vacated land per City policy.

#7.5.1Authorizes an interlocal agreement with Tarrant County for $300,000 to construct a temporary traffic signal at Boat Club Road and Bonds Ranch Road in Precinct 4, adopts an appropriation ordinance for the county reimbursement funds, and amends the FY2026-2030 Capital Improvement Program.

#7.5.2Authorizes execution of a Non-Federal Reimbursable Agreement with the Federal Aviation Administration for up to $629,750.00 to improve the Runway 16-34 Instrument Landing System at Fort Worth Meacham International Airport, adopts related appropriation ordinances, and amends the FY2026 budget and FY2026-2030 Capital Improvement Program.

#7.5.4Authorizes Change Order No. 3 of $386,896.25 and 75 additional calendar days to the construction contract with Stabile & Winn, Inc. for the 2022 Bond Year 3 – Contract 14 project, raising the contract to $10,193,602.75, and adopts an appropriation ordinance moving $450,000.00 within the Stormwater Capital Projects Fund.

#7.5.5Authorizes Amendment No. 1 in the amount of $310,000.00 to a professional services agreement with Freese and Nichols, Inc., for a revised contract amount of up to $405,000.00, to complete the City's Floodplain Management Plan 2026 Update required for FEMA's Community Rating System.

#7.5.6Authorizes a Fiscal Year 2026 Crime Control and Prevention District Emerging Partners Program grant contract with United Way of Tarrant County for up to $995,758.00 to operate a youth gun and gang violence reduction program for Fort Worth residents through June 30, 2029.

#7.5.7Authorize a license agreement allowing the Fort Worth Youth Soccer Association to use soccer fields at Pecan Valley Park for an initial 10-year term with renewal options.

#7.5.8Authorize non-exclusive one-year agreements with multiple vendors for laboratory supplies, consumables, and replacement parts, with four annual renewal options.

#7.5.9Authorize an agreement with Corley Consulting, LLC for federal lobbying and government relations services, with an initial one-year term and four renewal options.

#7.5.10Rescind a prior resolution and authorize an Advance Funding Agreement with the Texas Department of Transportation for design and construction of the Conductor Road Trail shared-use path between Trinity Boulevard and Trinity Lakes Rail Station.

#7.5.11Authorizes execution of an agreement with McGuireWoods Consulting LLC for state lobbying services for the City Attorney Department at up to $144,000.00 annually for an initial one-year term, plus four one-year renewal options at the same annual amount. The services were competitively procured through RFP 26-0164 after a 2025 state law change subjected lobbying services to public procurement.

#7.5.12Authorizes Amendment No. 1 in the amount of $49,880.00 to City Secretary Contract No. 61583, a professional services agreement with Halff Associates, Inc., for a revised contract total of $149,530.00 to complete the National Flood Insurance Program Repetitive Loss Area Analysis Update 2024, including additional work for newly identified repetitive loss areas.

#7.5.13Authorizes two public highway at-grade crossing improvement agreements with Fort Worth & Western Railroad Company for railroad sidewalk crossing improvements at East Berry Street ($250,000.00) and East Seminary Drive ($200,000.00), adopts an appropriation ordinance moving $450,000.00 within the 2022 Bond Program Fund from the Sidewalks programmable project to the East Berry St & East Seminary Dr Sidewalk project, and amends the FY2026-2030 Capital Improvement Program.

#7.5.14Authorizes non-exclusive agreements with six vendors for private lot mowing services for the Code Compliance Department, for a combined annual amount up to $500,000.00 for the initial term with four one-year renewal options at the same amount. Services were procured through RFP 26-0157 for mowing privately owned properties that are not properly maintained under local ordinance enforcement.

#7.5.15Authorizes Amendment No. 1 in an amount up to $163,695.00 to City Secretary Contract No. 56946, a Professional Services Agreement with Walter P. Moore and Associates, Inc., for a revised contract amount up to $363,695.00 to complete the FEMA Letter of Map Revision floodplain mapping updates project. The added capacity covers scope changes from FEMA review comments and additional work requested by the City's Floodplain Administrator.

#7.5.16Authorizes an Interlocal Agreement with Tarrant County Precinct 4 for full-depth reclamation and asphalt overlay of Silver Creek Road from Heron Drive to the City limits and North Las Vegas Trail from North Jim Wright Freeway to Heron Drive, covering approximately 3.03 lane miles. Tarrant County provides labor and equipment while the City pays $1,172,700.00 for materials and incidentals plus traffic control.

#9.1.1Council Proposal CP-338, proposed by Council Member Elizabeth M. Beck, requests retroactive waiver of park reservation and electricity fees for the 2026 Carry The Load event held May 23, 2026 at Trinity Park Pavilion #1 and waiver of park reservation fees for the Osprey Bass Anglers Foundation 34th Annual Youth Fishing Festival held June 20, 2026.

#9.1.2Council Proposal CP-339 requests waiver of park reservation and festival equipment rental fees for the 2026 Tarrant County Harambee Festival and retroactive waiver for the 2025 festival hosted by the Tarrant County Black Historical & Genealogical Society at the William M. McDonald YMCA.

#9.1.3Council Proposal CP-340 requests waiver of park site reservation fees and concession fees for the 2026 Lake Como Fest (Comofest) event held July 4-6, 2026 in District 6, a fundraiser supporting local Lake Como institutions.

#10.1.2Resolution requesting up to $48,152,160 in financial assistance for the Water Department from the Texas Water Development Board's Drinking Water State Revolving Fund – Emerging Contaminants Small Disadvantaged Community Grant Program, and authorizing the application and designating an authorized representative.

#10.1.3Resolution waiving the portion of the City's Tax Increment Reinvestment Zone Policy limiting loans to five years and authorizing a 30-year loan agreement with Royal Capital Group, LLC for TIF-eligible public improvements benefiting the Evans and Rosedale Redevelopment Project, using previously approved Southside TIF funds.

#10.2.1Authorizes a Joint Ordinance and Boundary Agreement with the City of Burleson to adjust extraterritorial jurisdiction boundaries by releasing approximately 108.7469 acres known as the Animal Pancakes Roadway Tract, located at Chisholm Trail Parkway, County Road 915, and FM 1902 in Johnson County, to Burleson's ETJ.

#11.1Public hearing and ordinance adoption approving an Amended and Restated Service and Assessment Plan for Fort Worth Public Improvement District 17 – Rock Creek Ranch, updating project costs and revising PID-funded roadway improvements, with an appropriation ordinance increasing receipts and appropriations in the Rock Creek PID Custodial Fund.

#11.2Public hearing, municipal services agreement, and annexation ordinance for the owner-initiated full-purpose annexation of approximately 30.482 acres plus about 0.9 acres of right-of-way in Parker County known as Holy Redeemer Catholic Parish, east of Farmer Road and north of Old Weatherford Road.

#11.3Public hearing, municipal services agreement, and annexation ordinance for the owner-initiated full-purpose annexation of approximately 232.2245 acres in Parker and Tarrant Counties known as Walsh Ranch Planning Area 4, located east of Farmer Road and north of Interstate 30.

#11.4Public hearing, municipal services agreement, and ordinance for the owner-initiated annexation of approximately 48.5865 acres known as the Judge Tract, plus 13.2851 acres of Old Blue Mound Road and 8.0313 acres of BNSF Railway in Denton County, east of Blue Mound Road and south of Highway 114. Requested by property owner Valley Industrial Partners, LLC.

#11.5Public hearing, municipal services agreement, and ordinance for the owner-initiated annexation of approximately 184.378 acres and 41.696 acres of Interstate 20 in Parker County, known as Dean North, located west of Farmer Road and north of I-20. Requested by property owner John Henry Dean III and Shirley Lawson Dean Foundation.

#12.1Zoning map amendment (ZC-26-041) for 187 acres on Lon Stephenson Road and Anglin Drive in Council District 8 to amend PD1420 to add an electrical substation, increase maximum building height to 70 feet, increase maximum setback to 150 feet, and set data center parking at one space per four employees, with site plan. Staff and Zoning Commission (11-0) recommend approval.

#12.2Zoning map amendment (ZC-26-042) for 184.39 acres at the 100-500 blocks of Farmer Road at Interstate 20 in future Council District 3, rezoning from unzoned to 'G' Intensive Commercial (Tract 1) and a Planned Development allowing commercial, light industrial, and multifamily uses with up to 2,000 dwelling units (Tract 2). Staff recommends approval of Tract 1 and denial of Tract 2; Zoning Commission recommended approval 10-0.

#12.3Zoning map amendment ZC-26-043 requesting to zone 48.59 acres in the 18500-19300 blocks of Old FM 156 from unzoned to 'I/AO' Light Industrial/Airport Overlay and 'K/AO' Heavy Industrial/Airport Overlay for proposed industrial warehouse use. Staff and Zoning Commission recommended approval (10-0), with a companion annexation request AX-26-002.

#12.4Zoning map amendment ZC-26-044 to zone 31.40 acres at 16250 Old Weatherford Road from unzoned to 'CF' Community Facilities for an existing church, Holy Redeemer Catholic Parish. Staff and Zoning Commission recommended approval (10-0), with companion annexation request AX-26-003.

#12.5Site plan amendment SP-26-008 for 0.89 acres at 4213 Miller Avenue in 'PD311' Planned Development to add a new enclosed auto repair facility with a revised site layout, reducing bay doors from seven to five, within the Stop Six Residential Overlay. Staff and Zoning Commission recommended approval (9-0).

#12.6Zoning map amendment ZC-26-022 for 1.88 acres at 7640 Jacksboro Highway, requesting rezoning to 'E' Neighborhood Commercial with a Conditional Use Permit for retail landscape supply with outdoor sales and an organic material recycling center/transfer station, plus multiple development waivers. Staff recommended denial and the Zoning Commission recommended denial by a vote of 7-2.

#12.7Zoning map amendment case ZC-26-055 requesting rezoning of 4.56 acres at 8715 & 8801 Wagley Robertson Road in Council District 7 from 'AG' Agricultural and 'A-21' One-Family Residential to 'A-5' One-Family Residential to allow single-family home development. Staff and Zoning Commission recommended approval (9-0).

#12.8Zoning map amendment case ZC-26-061 requesting rezoning of 2.15 acres at 151 Huguley Boulevard in Council District 8 from 'AG' Agricultural to 'CF' Community Facilities to develop a parking lot for an adjacent medical office building. Staff and Zoning Commission recommended approval (9-0).

#12.9Zoning map amendment request (ZC-26-062) for approximately 61.77 acres at 2204-2400 (evens) Cantrell Sansom Road in Council District 2, changing from 'AG' Agricultural, 'G' Intensive Commercial, and 'C' Medium Density Multifamily to 'I' Light Industrial for a proposed warehouse use. Staff and the Zoning Commission recommended approval (9-0).

#12.10Conditional Use Permit request (ZC-26-063) for a 0.71-acre site at 9700 Oxenfree Drive in Council District 7 to allow automotive repair (a 2,902 sq. ft. Jiffy Lube oil change facility with three service bays) in an 'E' Neighborhood Commercial district, including a development waiver for bay doors facing a one-family residential district. Staff and the Zoning Commission recommended approval (9-0).

#12.11Zoning map amendment ZC-26-065 to rezone 3.57 acres at 1419 College Avenue from 'C/HC' Medium Density Multifamily/Historic & Cultural District to 'CF/HC' Community Facilities/Historic & Cultural District for an existing elementary school. Staff and Zoning Commission recommended approval (9-0).
