Authorizes a $7,594,571.50 construction contract with Circle C Construction Company and a $250,000 amendment to an engineering agreement with Freese and Nichols, Inc. for the Lake Arlington Lift Station Force Main and Sanitary Sewer Mains Project Part 4, along with a debt reimbursement resolution and a capital improvement appropriation ordinance.

Authorizes a $9,476,730 construction contract with Circle C Construction Company for water and sanitary sewer infrastructure replacement under the 2020 WSM-I project, and adopts an appropriation ordinance to fund this work as part of the FY2026–2030 Capital Improvement Program.

The city council is asked to adopt an appropriation ordinance for $1,300,000 to fund the second renewal of the Water Main Replacements Contract 2022 with Circle C Construction Company, advancing the city's FY2026–2030 Capital Improvement Program for water infrastructure.
