Authorize a Railroad Highway Grade Crossing Closure Agreement with Union Pacific Railroad Company and accept $500,000 in UPRR contributions toward City design and construction costs for closing the East 9th Street at-grade crossing under the 2022 Railroad Crossing Safety Improvements project, adopt an appropriation ordinance, and amend the FY2026-2030 Capital Improvement Program.

Union Pacific Railroad Grade Crossing Closure Agreement for East 9th Street Crossing

The Transportation & Public Works department presented proposed railroad grade separation priorities identified through the City's Master Transportation Plan to improve safety and mobility at Fort Worth's more than 200 public at-grade railroad crossings, where blocked crossings cause over 5,100 vehicle-hours of delay daily. Twenty-six potential grade separation projects are being evaluated, including the N.E. 23rd Street/Decatur Avenue Grade Separation Project.

Authorizes two at-grade railroad crossing improvement agreements with Union Pacific Railroad Company at Kroger Drive ($1,173,055) and Basswood Boulevard ($1,146,643), and amends the FY2026-2030 Capital Improvement Program.
