Check State Infrastructure Bank loan conditions on Convention Center construction contract
Context: Council authorized both the SIB financing application and the Beck Azteca CMAR agreement on May 28, 2025; Texas State Infrastructure Bank loans frequently impose compliance conditions that extend to downstream construction contracts.
Recommended: If you represent Beck Azteca, a subcontractor, or the City on the Memorial Auditorium project, review whether the $90M State Infrastructure Bank loan application creates additional prevailing wage, bonding, reporting, or audit obligations that flow down to the Construction Manager at Risk contract.
Register with Beck Azteca for Memorial Auditorium subcontract bids
Context: City Council authorized Beck Azteca as Construction Manager at Risk for the Memorial Auditorium on May 28, 2025, giving them procurement authority over the full $200M subcontract scope.
Recommended: Contact the Beck Azteca joint venture directly to get on their subcontractor list for the $200M Memorial Auditorium redevelopment at the Kay Bailey Hutchison Convention Center. As the authorized Construction Manager at Risk, Beck Azteca controls bid invitations for all trade packages as pre-construction advances.
Review Jefferson Boulevard Viaduct demolition timeline for nearby land planning
Context: City Council approved the $3.4M Gresham Smith engineering contract for Jefferson Boulevard Viaduct demolition on May 28, 2025, as a direct component of the Kay Bailey Hutchison Convention Center Master Plan implementation.
Recommended: If you hold or are assembling land near the Jefferson Boulevard Viaduct or the Kay Bailey Hutchison Convention Center campus, note that the City contracted Gresham Smith for $3.4M in demolition engineering — an active signal that viaduct removal is advancing and will reshape access patterns and land values in the corridor.
Request Beck Azteca fee and selection records for Convention Center construction
Context: Council approved the Beck Azteca agreement tied to a $200M Memorial Auditorium budget alongside the $90M State Infrastructure Bank financing application on May 28, 2025, but fee terms and the selection rationale remain in contract documents not yet publicly circulated.
Recommended: File a public information request with the City of Dallas for the full Beck Azteca Construction Manager at Risk agreement, including the selection process, fee percentages, and any guaranteed maximum price provisions. The same May 28 meeting also authorized a $90M State Infrastructure Bank loan application to help finance the project — the combined financial structure warrants scrutiny.
