Request KAI Design contract to track Black Academy renovation construction bid timeline

Context: City Council authorized a $22,261,116 professional services design contract with KAI/Alliance LC (dba KAI Design) on January 8, 2025 for Component 4 of the Kay Bailey Hutchison Convention Center master plan.

Recommended: Request the executed $22.26M design contract with KAI/Alliance LC for the Black Academy of Arts and Letters renovation to identify project milestones and anticipate when construction bid packages will be advertised — design contracts of this size typically precede construction procurement by 12–24 months, making now the window to establish subcontractor relationships and prepare qualifications.

Request records explaining the deleted $4.1 million ammunition purchase pulled from January 8 meeting

Context: The $4.1M ammunition procurement was listed as item #30 on the January 8, 2025 City Council agenda and deleted without action — no stated reason appears in the public record from a meeting that otherwise adopted $323.5M in financial commitments.

Recommended: File a public records request for staff reports, procurement justifications, vendor communications, and internal emails related to the $4.1M ammunition procurement (agenda item #30) that was removed from the January 8, 2025 Dallas City Council agenda without a council vote or any public explanation.
