#(a)Approval of the minutes for the August 10, 2026 meeting and the August 13, 2026 Budget Work Session.

#(b)Award of RFB 2026-0290-OA to Arco Contractors Supply Co. for a one-year contract with four automatic one-year renewals to supply reinforcing steel for the Public Works Department, and authorization for the City Manager to execute the necessary documents.

#(c)Approval of the purchase of replacement ballistic equipment for Plano Fire-Rescue for $172,134 from Federal Eastern International, LLC through existing BuyBoard Contract No. 798-26, authorizing the City Manager to execute the necessary documents.

#(d)Approval of a five-year purchase of subscription services for Conducted Energy Weapons and ancillary products and services for the Police Department from Axon Enterprises, Inc. through existing BuyBoard Contract No. 743-24 in the total amount of $2,172,634.

#(e)Approval of a one-year renewal of the Rapid7 Log Management Solution for Technology Services from Solid Border, Inc. at an estimated total of $272,670 through an existing DIR contract.

#(f)Approval of a purchase of maintenance services for the City's fiber optic cable infrastructure from Capco Telecom, LLC through an existing Frisco ISD contract, for a one-year term with four one-year optional renewals, at an estimated $120,000 annually and $600,000 total.

#(g)Approval of Change Order No. 1 increasing the Tri-Con Services, Inc. contract by $136,286, from $3,944,150 to $4,080,437, for paving and water improvements on Monarch, Charter Oak, Kings Way, Queens Way, White Oak, and Desert Garden Drives (Project No. ENG-CMB-7572).

#(h)Approval of a $339,250 expenditure to Kimley-Horn and Associates, Inc. for engineering professional services for the Jupiter Road Elevated Storage Tank Rehabilitation project (PW-W-00036), with the City Manager authorized to execute necessary documents.

#(i)Approval of a $203,367 expenditure to Garver, LLC for engineering professional services for the Sewer Improvements - Spring Creek at Plano Parkway project (ENG-SS-00005) for the Engineering Department, authorizing the City Manager to execute necessary documents.

#(j)Approval of a $515,000 expenditure to Freese and Nichols, Inc. for engineering professional services for the Chisholm Trail Erosion at San Simeon Phase 2 project (ENG-D-00018) for the Engineering Department, authorizing the City Manager to execute necessary documents.

#(k)Approval of an Interlocal Agreement with the City of Allen for reciprocal lending of library materials for a one-year term with up to five one-year renewals, authorizing the City Manager to execute the documents.

#(l)Approval of a Tender Agreement with Westfield Insurance Company and a $138,850 Completion Contract with Vernara LLC to finish Work Order No. 3 of the 2025 Arterial Pavement Maintenance Requirements Contract, authorizing the City Manager to execute necessary documents.

#(m)Approval of an Economic Development Incentive Agreement between the City of Plano and Krypton Solutions, LLC, providing an economic development grant to the company, and authorizing the City Manager or designee to execute all necessary documents.

#(n)Approval of an Economic Development Incentive Agreement between the City of Plano and Spiars Engineering, Inc., providing an economic development grant to the company, and authorizing the City Manager or designee to execute the necessary documents.

#(o)Resolution affirming the appointment of a shared board member with the City of Farmers Branch to serve on the Dallas Area Rapid Transit Authority (DART) Board of Directors under Chapter 452 of the Texas Transportation Code.

#(p)To approve the re-appointment of the Health Authority for the City of Plano, Dr. Mark A. Gamber, D.O., through QuestCare Medical Services, PLLC, in accordance with Section 121.033 of the Texas Health

#(q)Resolution nominating Tyler Technologies, Inc. to the Office of the Governor, Economic Development and Tourism through the Economic Development Bank for designation as a qualified business and enterprise project under the Texas Enterprise Zone Program.

#(r)Resolution nominating Columbia Medical Center of Plano Subsidiary, L.P. to the Office of the Governor, Economic Development and Tourism through the Economic Development Bank for designation as a qualified business and enterprise project under the Texas Enterprise Zone Program.

#(s)Ordinance approving a negotiated settlement between the Atmos Cities Steering Committee and Atmos Energy Corp., Mid-Tex Division regarding the company's 2026 Rate Review Mechanism filing, adopting settlement tariffs, establishing a pension/retiree medical benefits benchmark, and requiring reimbursement of ACSC's ratemaking expenses.

#(t)Ordinance amending Chapter 12 of the City Code to establish no parking zones along certain sections of 10th Street between the DART Silver Line railroad tracks and Iron Avenue.

#(1)Public hearing on the FY 2026-27 Recommended Budget, Proposed Community Investment Program (CIP), and Proposed Ad Valorem Tax Rate.

#(2)Public hearing and consideration of an ordinance approving the 2026 O&M Annual Service Plan Update for the Downtown Plano Public Improvement District, levying assessments against assessed property, establishing liens, and providing for collection and delinquency penalties.

#(3)Public hearing and consideration of an ordinance amending the boundary of Tax Increment Financing Reinvestment Zone Number Five and approving a Final Project and Finance Plan for the zone pursuant to Chapter 311 of the Texas Tax Code.

#(4)Public hearing and consideration of an ordinance for Zoning Case 2026-002 granting individual Heritage Landmark Designation No. 38 (H-38) on 0.6 acre located on the east side of Westwood Drive, 255 feet north of Westbrook Drive, currently zoned Single-Family Residence-7.
